Smart City One Geoportal


A large municipal administration organization managing 110 municipalities lacked spatial decision support tools to manage all its Assets, Revenues like Property tax and Water Charges and Grievances from the citizens.


Spatial Decision Support for Municipalities:

  • Vassar Labs used its GIS Solution to build a Geoportal that shows all the 110 municipalities that the Department manages on one unified spatial dashboard
  • Each municipality is shown along with each locality, ward and other geographical sub-divisional boundaries.
  • Within each municipality different land parcels and buildings are shown in the Geoportal and can be searched by Building/Parcel ID, Address, Owner Name and Mobile Number.
  • Infrastructure like Roads and Rail Network is shown for all municipalities
  • Utilities information like Drainage and Sewer Network, Drinking Water Tanks and Supply Network, Electricity lines, Street Lights and Transformers, Cell Phone towers for the municipality are represented in the Geoportal
  • Natural resources like Streams/Canals and trees are shown on the portal
  • Community facilities like Pubic Toilets, Public drinking water pumps and water taps are shown on the Geoportal
  • Different places of interest like ATMs, Banks, Hospitals, Shops/Malls, Places of Worship, Places of Entertainment, Restaurants and Industries are all shown in the portal
  • Property tax, Water Charges: Property Tax collections in the entire state are highlighted with different colors based on targets with an option to search on Bill Collector responsible for collections, Building/Parcel ID, Address, Owner Name and Mobile Number. One can zoom up to a parcel or building and look at all the details.
  • Grievances: A spatial dashboard for the entire state which can be zoomed all the way up to ward/locality within each municipality with performance of Citizen Grievance Redressal within and outside SLA are shown. The details of public officer in-charge is also provided and appropriate alerts are raised.
  • The department was able to effectively add all the assets under 110 municipalities onto one geoportal
  • One unified spatial dashboard to track performance of different municipalities, wards and different localities within each municipality on Property Tax and Water charge collections, Citizen grievances and other performance metrics
  • An interface to perform search for multiple public utility functions and information dissemination

Drone based identification of unauthorized construction, road quality and sanitation


A large Municipal Administration Department that manages 110 municipalities wanted a solution that can provide Decision Support for analysing Unauthorized construction, Road Quality, Sanitation in the municipalities using Drone data and to automate monitoring.

  • Vassar Labs used its Geospatial Informatics Solution to ingest the drone data from the municipalities with a 3 cm Ground Spatial distance.
  • These images are processed to obtain the 3D polygon structures of the buildings roads and drainage network. The image and 3D polygon data is then super imposed on the base maps for points of reference.
  • The 3D polygon data is compared to the permission data present in Development Permission Management system of the municipalities to identify deviations to the plan.
  • The deviations are then passed back field level functionaries for validation and necessary action.
  • The subsequent drone flight is further used to identify if there was a intervention taken by the field level functionary or further deviation has taken place from the plan.
  • In addition to the new buildings, the 3D polygon data is also matched against the property tax system to identify the buildings without property tax assessments and permissions. Necessary decision support is provided to the field functionaries in assessing and collecting the property tax
  • Any new structures or constructions identified from the drone imagery is used to update the GIS based maps of the city.
  • Drone data is used to classify the objects into Roads, Trees etc. and the extent of Green Cover is estimated and is also monitored for each of the municipalities
  • Any Road Quality issues are identified and necessary functionaries are alerted.
  • Sanitation issues in the municipalities are also identified and necessary field functionaries are alerted to take necessary action. The system also monitors if an issue identified has been rectified.
  • The department can get a view of the cities infrastructure and constructions at a glance after every drone flight without the need for extensive ground level validation activity.
  • Effective identification and monitoring of resolutions for Code violations, Road Quality, Sanitation, Green Cover estimation etc.
  • Helps in urban planning and infrastructure requirements for future needs of cities/municipalities.

Project Monitoring and Reporting


The State of Andhra Pradesh required a Project Reporting and Progress Monitoring dashboard that can be used to track and monitor all the prioritized projects that are happening in the State using a mobile app and cloud solution.

  • A mobile app in which different field officers responsible for different projects happening across state are configured with logins.
  • Each officer enters the status of the projects they are responsible for in a mobile app every day (or as required)
  • The status of all the projects is consolidated and updated in a central dashboard.
  • One central place of near real time status of all projects geographically distributed.
